Abstract

BOOK REVIEWS 279 for the report was conducted during 1990/91. The report addresses the role of the Urban Programme (UP) in creating employment, business and train-ing opportunities for the minority ethnic communities. The study areas were Brent (later replaced by Hammersmith and Fulham), Wandsworth, Bristol, Bradford, Birmingham and Manchester and the project team considered a total of 92 UP funded projects. The history and remit of UP shows interesting parallels with funding available under Section 1 1 (but administered by the Home Office). Both were introduced in the 1960s and allowed local authorities to seek central government funding to counter" social needs", economic disadvantage and help minority ethnic communities to" integrate" into the mainstream of British society.
