Abstract

This research examines the legal framework for Syrian refugee entrepreneurship in Jordan and Lebanon. The study analyzes both international law obligations and national legislation affecting refugee businesses. Key findings reveal significant challenges, including complex administrative procedures, limited access to financing, and weak legal protection. The COVID-19 pandemic has further complicated these challenges. The research concludes that comprehensive reform of legal and regulatory frameworks is necessary to balance refugee rights with host countries' economic interests.
