Abstract
This study aimed to identify the impact of human resources management democracy on the entrepreneurial orientation among government institutions. This study based on quantitative method. Survey questionnaire technique was used. Questionnaires were distributed electronically among 125 responds from which 9 have been neglected due to uncompleted answers, 116 questionnaires were retained for further analysis. The results show that there is high degree human resources management democracy but there were some distinguishing in recruitment or promotion upon Nepotism. Gender sometimes distinguish upon recruitment or promotion of Human Resources. The results also show that human resource management is a significant predictor of entrepreneurial orientation. The results show that there is a statistically significant impact at significant level (α≥0.05) of human resources management democracy on entrepreneurial orientation among government institutions. According to the study results, the researcher recommends that Human Resources management must monitor and not discriminate in the process of recruitment or promotion upon Nepotism and there should also no gender discrimination among government institutions.
