Developmental and Cultural Conceptions–A Matter of Injustice

Abstract

The ≠Khomani present an intricate case study of the difficulties new governments face in implementing comprehensive land reforms in Africa. In South Africa, this procedure is referred to as ?restitution". The ≠Khomani, as beneficiaries have inadequate infrastructural development, poor service provision and unrealistic business planning. Development intervention would benefit greatly from an actor-oriented approach that builds upon theoretical work aimed at reconciling structure and actor perspectives. Land is of psycho-spiritual significance to the ≠Khomani. Land is regarded both ontologically and teleologically as territory and not property. Administration of land during apartheid was under the jurisdiction of tribal authorities who were kept under the watchful eye of the state. In order to implement the stipulations of the land deal, there is need for a development approach that is all-inclusive.
