Abstract

The tragedy of September 11, 2001 placed the issue of homeland security and the goal of preventing further attacks into the central focus of US national consciousness. With so many avenues of terror open to “the enemies” in terms of mode, medium, and location, or so the logic of the present volume, effective management and mitigation of threat has to be grounded in objective risk assessment. National Security Issues in Science, Law and Technology promises the reader a mature and unbiased look at this subject. To achieve this goal, the individual contributions of this edited volume are structured into three main sections. Section I,“Terrorism: Threats, Vulnerabilities, and Weapons,” begins with the editor’s overview of the US intelligence process that underlies the assessment of national security threats and vulnerabilities and reveals a system based on a nation-state model that is poorly suited to confront.
